Comprehensive National Juvenile Intervention Program
It is a consolidation of commitments and planned actions of the
Juvenile Justice and Welfare Council (JJWC) Members in the
promotion, protection, and fulfillment of the rights of children in
conflict with the law (CICL) and children at risk (CAR) in the
Philippines.
A society where children in conflict with the law (CICL) and children at risk (CAR) enjoy
their human rights under a restorative justice and welfare system.
